After a lot of unsuccessful attempts to get access to the zoned maps (including a phone call to TomTom Customer Support), I discovered a way to make it work (for my device, at least). TomTom Home wanted me to remove a substantial amount of useful files from the device and download the 2.4GB Western and Central European map. I'm not sure if the problem you describe is the same as the one I encountered yesterday when I tried to download an update to the Western European map on my XLIQ Routes device (2GB).
